Deborah Purcell is Vice President of Contracts Administration and Procurement for Melwood, leading the administration of government and commercial contracts, development of strategic business partnerships through subcontracts, price proposal planning and development and procurement.
Her mantras are to proceed as though success is inevitable; and excellence requires effort.
Prior to joining Melwood, Ms. Purcell served as Director of Contracts and Procurement at Hampton Roads Transit, having compliance responsibility and management oversight of federal
procurement and contracts administration. There she led the proposal and contracts management teams through planning, solicitations development, and contracts administration, resulting in
the implementation of the first light rail transit system in Virginia. Earlier in her career, she held positions as Director of Business Operations, Business Process Management Consultant,
Controller, Manager of Contracts and Quality Control / Internal Audit Manager for large, mid- sized and small federal and state government contractors. She obtained her B.S. in Accounting
from Jackson State University and is a CPA.
